The 31st Annual IRES Foundation National School on Market Regulation took place in Santa Ana Pueblo, New Mexico on April 6-8, 2025. This year’s theme, Reaching New Heights in Compliance, was appropriate as every year the event seems to reach a new level of excellence.
The agenda featured tracks in a variety of insurance disciplines - from Property & Casualty, to Life, Health & Annuity, to Claims and even a “Mixed Bag” track. You couldn’t help but struggle to pick which session to attend, there were so many excellent options. If deciding what session to attend wasn’t difficult enough, there was one track completely dedicated to having an appointment with a regulator of your choice. This is always a VERY popular option as individual appointment access to the regulators in attendance is unique to the IRES Foundation’s National School on Market Regulation and one of the biggest reasons for its quality learning opportunities and success.
Aside from the variety of track options, there were three general sessions for everyone to attend - The Market Regulation Leadership Forum, Artificial Intelligence and Its Impact on Insurance, and the Commissioners’ Forum. All were equally insightful and delivered relevant and useful information.
The IRES Foundation has a long-standing tradition of honoring two distinguished people who have helped to move our industry forward (see below for details). Congratulations to Jon Brynga and Matt Gendron!
We closed the conference with a “fan favorite” - Regulatory Speed Networking session. This gives everyone the chance to have fun and interact with regulators in an informal setting. Carefully selected moderators facilitated fun, light-hearted questions in a roundtable setting putting everyone at ease to share and enjoy invaluable networking opportunities.

The Gary A. Hernandez Memorial Insurance Education Leadership Award recognizes those industry volunteers who give their time and efforts to further Excellence in Insurance Compliance Education. The award annually honors an insurance industry volunteer who is not currently an insurance regulator and who has voluntarily provided tireless efforts in support of IRES and the IRES Foundation and is recognized as a leader in the field of insurance compliance education.
The 2025 Gary A. Hernandez Memorial Insurance Education Leadership Award was awarded to Jon Brynga, Vice President of Compliance at Clear Spring Property and Casualty Group. Congratulations Jon!

The Paul L. DeAngelo Memorial Teaching Award recognizes Excellence in Insurance Education. The award annually honors an insurance regulator, or former regulator, who has continually committed himself/herself to insurance regulatory education through his/her commitment to increasing and improving insurance regulatory knowledge. Through excellence in educating regulators, the industry and the public benefit.
