Lee began his insurance career in 1972 with the Travelers Insurance Company where he underwrote large property and casualty accounts. Typically his accounts were multi-line and included high value property, high limit general liability, fleet auto and large workers compensation risks. While at the Travelers, Lee added to his educational credentials by attending law school at night, graduating from George Mason University School of Law. He is admitted to the District of Columbia Bar and is a member of the American Bar Association. After leaving the Travelers, Lee worked for several insurance trade organizations at the policy level insurance issues. Notably he participated in the dialog surrounding ISO's attempt to convert general liability policies from the traditional occurrence trigger to the more restrictive claims made trigger. He was staff liaison to committees formed to address technical insurance issues. He then was selected to assist in the early stages of development of AMERIND Risk Management Corp where, working with the board and staff, he developed many of the company's processes and procedures that remain in place today. Ultimately, he was appointed AMERIND's first Chief Executive Officer. He followed AMERIND with a tour at the District of Columbia Housing Authority (DCHA) were he served first as its risk manager, and ultimately as a regional administrator managing the Potomac region and 2,000 units of traditional public housing. At the time he joined DCHA, it had been ordered into receivership and he was part of the turnaround team. Today he works as a regulator for the District of Columbia Department of Insurance, Securities and Banking where he has worked in both the captive bureau and the traditional insurance bureau where he is currently the manager of insurance operations.
Lynette is a graduate of Ohio University with a degree in Accounting. She started at the Ohio Department of Insurance in 1985 as a financial examiner but has spent the last 14 years in our Market Conduct Division. As an active participant in NAIC committees, she and her staff developed the Standardized Data Requests sanctioned by the NAIC to be used in all Market Conduct examinations and the data requests and computer systems currently used by all states that participate in the Market Conduct Annual Statement. She currently oversees the market analysis and examination functions of the Market Conduct Division. Lynette is also a member of the Insurance Regulatory Examiners Society where she currently serves as a member of the Board of Directors.
Betty M. Bates is the Fraud Compliance Manager of the Enforcement and Compliance Division of the Enforcement and Investigation Bureau (EIB) of The Government of the District of Columbia, Department of Insurance, Securities and Banking (DISB). Betty supervises the daily operations of the Enforcement and Compliance Division, which consists of the Producer Enforcement Branch and the Compliance Branch. Prior to being promoted to her current position Betty served as the Chief Fraud Investigator of Fraud Bureau, and as Chief Compliance Officer. In that capacity, she spearheaded the then newly created Market Conduct Examination Division. In joining the DISB staff in 1994, she brought over twenty (20) years of insurance experience, both industry and regulatory. Prior to joining DISB, she was a Market Conduct Examiner (Life and Health) with the Maryland Insurance Administration with lead experience and with other insurers, held other positions, including supervisory. Betty received her Certified Public Manager (CPM), designation from the School of Business/Public Management, George Washington University, 2003, a Certificate program equivalent to Masters of Public Administration (MPA). She was conferred a Masters of Science in Industrial Relations/Human Resources (MSIR) degree from then West Virginia College of Graduate Studies, now part of Marshall University. She was conferred her Bachelor of Science (B.S.) degree in Business Management/Accounting from West Virginia State University. Also, she has earned credits towards obtaining her Masters of Business Administration (MBA) degree. Currently, Ms. Bates is a candidate for the FLMI/AIE designation, pursuing LOMA courses and a candidate the NAIC PIR Program. She has been a member of IRES since 1990. She has served on the Board of Directors since 2004. Also, she has served as either Moderator or Chair of the Enforcement and Compliance track section since 2000. From 2000 - 2006, she served as DC State Chair. From 2000 to current, she has served on the Education Committee and over the past years on the Membership and Benefits Committee.
I am a Senior Insurance Market Examiner in the Property & Casualty Market Conduct Section. I will have worked for the Virginia Bureau of Insurance for 10 years this August. I was the Secretary for the Virginia Chapter of IRES for two years from 2007-2009. I then became the President of the Virginia Chapter in 2009 and am completing my second successive term in 2010. With the position of President, I am also the Virginia State Chair. This is also my second year of being the CAD for Virginia P&C. I enjoy being an examiner for the Commonwealth of Virginia. We strive to be thorough when performing exams while being professional, efficient, courteous, and informative. I believe I can contribute to the IRES Board with my experience in the Market Conduct Section. My experience has taught me to be prepared, listen attentively, express concepts clearly, take good notes, be open to others' ideas for compromise and be gracious. I have been a team player for 10 years and understand working with various types of people to achieve the group's goals. I appreciate your time and consideration.
Holly Blanchard is the current Life and Health Administrator for the Nebraska Department of Insurance. As the Administrator she assists companies with product development while ensuring consumer protection. Before being promoted to the Life and Health Administrator, Holly worked in the Market Conduct Division of the Department of Insurance as a Market Conduct Examiner serving as an Examiner in Charge. Her duties included performing exams on Producers and Insurers. She currently serves on the Board of Directors for the Insurance Regulatory Examiners Society, and is the co-chair for the Membership and Benefits committee of the Insurance Regulatory Examiners Society. She is also actively involved in the Finance Committee and the Education Committee for IRES. Ms. Blanchard has worked in the insurance industry for over 14 years in varying roles. Prior to coming to the Nebraska Department of Insurance she worked in the industry as a Corporate Trainer and a Rescission/Reformation Specialist. She has also performed research for a Property and Casualty Company while attending college at the University of Nebraska.

Douglas A. Pennington, CIE, MCMC Doug Pennington is the Chief Market Analyst for Washington State's Office of the Insurance Commissioner. Doug came to this position in January of 2007 after more than 15 years of industry experience, working in underwriting, claims, policy services, insurance technology and training regarding both P&C as well as life and annuities for insurance companies and as a multi-lines independent insurance producer in the states of Washington, Oregon and Idaho. In his current role, Doug manages the market analysis unit, within market conduct oversight for Washington. This unit is responsible for developing and utilizing metrics to map the insurance marketplace and reviewing specific carrier actions within that marketplace to determine if further analysis or investigation is appropriate. Market analysis, in WA, reviews virtually every line of business and last year was able to analyze 80% of the companies that do business in our state. Doug is a member of several professional associations, including IRES, AICP (Association of Insurance Compliance Professionals), SITE (Society for Insurance Trainers & Educators) and IDMA (Insurance Data Management Association) and regularly serves on NAIC committees. Doug has attained several professional designations in insurance (CIE, MCM, CPCU, FLMI, CCP, CRM, CIC, PAHM, AAI, AIRC, ARA, AIAA, ACS, CISR), a Master's degree and is a regular speaker, trainer and presenter at state and national meetings and courses on insurance and regulatory topics. Doug is currently on the IRES Board as an at-large member, chair of the benefits sub-committee of the Membership Committee and serves on the board of directors of 3 other charitable/professional organizations, has coached youth sports and volunteers heavily at both his church and his girl's schools. Additionally, Doug has been married for over 14 years to his wonderful wife, Christine and they share two beautiful daughters, Madison & Rachel.
Nancy S. Thomas, CFE, CIE, CPA, MCM Nancy has been involved with the IRES organization since 1993 and has held her current board position for 17 years. She has been Vice Chair of the Finance Section and currently is Vice Chair of the Finance Committee. She has been a member of IRES since its inception in 1988. Nancy is also on the Board of Governors with the Society of Financial Examiners and is the only person ever to hold both positions simultaneously. She also served on the Executive Committee of SOFE from 1993 - 1995. Nancy has been employed as a Contract Examiner for the Delaware Insurance Department through the firm INS Regulatory Insurance Services, Inc. for 16 years. Prior to her current position, Nancy spent over 14 years in the Maryland Insurance Administration holding various positions including Assistant Chief Examiner. Nancy is a graduate of the University of Baltimore with a degree in Accounting. She holds the designations of CFE, CIE, CPA and MCM. In her spare time, Nancy volunteers her time with the Girl Scouts, the PTA, and the Lutherville-Timonium Recreation Council. Nancy and her husband Tim have one daughter, Lauren who is 13.
