Board Elections

The 2009 Board of Directors Election is now under way. Ballots have been mailed to those General Members eligible to vote. Eligible general members may cast their vote, by:

  1. Completing ballot mailed directly to them in May and returning it to IRES by the date specified in the ballot.
  2. Printing a copy of the ballot, completing, and returning it to IRES by the date specified in the ballot.
  3. Casting a ballot in person prior to the start of the Annual Meeting, or;
  4. Using the proxy form on the ballot to assign their proxy to another member who will be present at the meeting.

Betty M. Bates

  • Betty M. Bates is the Fraud Compliance Manager of the Enforcement and Compliance Division of the Enforcement and Investigation Bureau (EIB) of The Government of the District of Columbia, Department of Insurance, Securities and Banking (DISB). Ms. Bates supervises the daily operations of the Enforcement and Compliance Division.
  • Prior to her current position, Ms. Bates served as the Chief Fraud Investigator of the then Fraud Bureau and the Chief Compliance Officer, spearheading the then newly created Market Conduct Examination Division in 1994.
  • Ms. Bates has been a member of IRES since 1990, now over 15 years.
  • Ms. Bates was elected to Board of Directors as a Member-at-Large-2004.
  • Ms. Bates was elected to the Board of Directors for to a full-term of 4 years in 2005.
  • Ms. Bates has served as the Enforcement and Compliance Section Chair until 2007 and Co-chair in 2008 of the CDS.
  • From 2000 to 2004, Ms. Bates served as the Moderator of the fraud-related workshop for the Enforcement and Compliance track during the CDS.
  • Ms. Bates has served as a member of IRES Education and the Membership and Benefits Committees over the past several years.
  • Ms. Bates served as Co-chair of the "20th Anniversary/Birthday Celebration of IRES" in 2007.
  • Ms. Bates served as the IRES DC State Chair from 2000-2006, since the official inception of the DC State Chapter.
  • Ms. Bates received her Certified Public Manager (CPM), designation from the School of Business/Public Management from George Washington University, Washington, DC, April 2003 - Certificate program equivalency to Masters of Public Administration (MPA).
  • Ms. Bates was conferred her Bachelor of Science (B.S.) degree in Business Management/Accounting from West Virginia State University, Institute, WV.
  • Ms. Bates was conferred her Masters of Science in Industrial Relations/Human Resources (MSIR) degree from then West Virginia College of Graduate Studies, now part of Marshall University, Huntington, WV.
  • Ms. Bates has also earned credits towards obtaining her Masters of Business Administration (MBA) degree.
  • Ms. Bates is a candidate for the FLMI/AIE designation, while pursuing LOMA courses and the NAIC PIR Program.


Cynthia E. Campbell, CIE, MCM

  • Currently employed by INS Regulatory Service, Inc.
  • Employed by the Missouri Department of Insurance from 1989-2007, 16 years as an EIC.
  • Currently hold the following designations; CIE, ACS, AIRC, AIAA, API, AU, AIS, ACP, CCP and MCM.
  • Married to Roger Campbell, 2 children, 3 grandchildren.
  • Education- graduated 1989 from Columbia College, Columbia, MO in 1988, with BS in Business administration and a minor in psychology.
  • Previously served on the IRES board for 3 terms.
  • Currently a member of the A&E committee.


Polly Y. Chan, CIE

Polly Chan, CIE, CPCU, AU, is a Senior Insurance Rate Analyst in the Rate Regulation Branch of the CA Insurance Department and has been with the department since December of 1982. An IRES veteran member (since 1988), she served at the Career Development Seminars, Meetings and Election Committee, Publications Committee, Education Committee and Accreditation and Ethics Committee.


Marty J. Hazen

Marty Hazen has been an Examiner in the Property & Casualty Division of the Kansas Insurance Department for past 14 years. He works with workers' compensation, title insurance, general liability, commercial multi-peril, mortgage guaranty, group-funded workers' compensation pools, surety & fidelity bonds and premium finance rates and forms. He also works with consumer inquiries and complaints and assists in market conduct examinations. He has a B.S. in Transportation/Distribution Management from Niagara University in Lewiston, NY and is working on his CPCU designation.

In his spare time, he enjoys reading, listening to music, cooking, watching baseball, playing drums in the Shriners' Oriental Band and taking Sweeney, his west highland white terrier, for walks.


Mark A. Hooker, CIE, MCM

A 1984 graduate of the Virginia Military Institute, Mark Hooker initially began his insurance career July 1, 1990 in Columbia SC - spending seven years multi-line insurance agent with the Southern Farm Bureau group after spending five years in the Army as an officer. While at the Southern Farm Bureau Group, Mark became a multiple year recipient of the company's "Round Table" and "All-Star" awards. After returning to his native home of Charleston W. Va., he was employed as an underwriter with West Virginia's then monopolistic state workers compensation fund where he was quickly promoted to Senior Underwriter. Mark began his regulatory work as a Market Conduct Examiner with the State of West Virginia in 2002. Since then he has assumed the roles of Chief Market Conduct Examiner and Market Analysis Chief. He currently holds the Certified Insurance Examiner, Chartered Property and Casualty Underwriter, Certified Workers Compensation Professional, Market Conduct Management, Accredited Advisor in Insurance, Associate in Underwriting, Associate in Insurance Services, and Life Underwriting Training Council Fellow designations.

    Hazel Mosby, AIE, CPM, FLMI, AIRC

    Hazel Mosby has been serving on the Insurance Regulatory Examiners Society (IRES) Board of Directors since 2008. She has been the State Chair for the District of Columbia Chapter of the IRES since September 2006. She is an insurance examiner with the District of Columbia Department of Insurance, Securities and Banking (DISB). Ms. Mosby is responsible for the analysis and approval of health insurance products submitted to the department for marketing to residents of the District of Columbia. This responsibility includes ensuring that all health insurance products sold in the District are in compliance with the latest insurance codes, regulations, rules, bulletins and mandates stipulated by the District.

    Hazel began working as an insurance regulator in October 1991, within the Life and Health Division of the former D.C Insurance Administration. Prior to her District government service, she served in the federal government and was also a District Manager with insurance and financial planning agencies. Ms. Mosby has over 31 years combined Federal and District government service.

    Ms. Mosby is a speaker with the Speakers' Bureau and has represented the Department of Insurance, Securities and Banking at several events, including the Life and Health Compliance Association Meeting, Association of Insurance Compliance Professional Annual Conference, and various community outreach meetings. Ms. Mosby also serves the Government of the District of Columbia, its citizens and other consumers through her public service as a Notary Public. Hazel is a member of the American Society of Notaries, also.

    Ms. Mosby holds the following professional designations: Accredited Insurance Examiner (AIE), Certified Public Manager (CPM), Fellow Life Management Institute (FLMI), and Associate Insurance Regulatory Compliance (AIRC).

    Hazel's other significant roles consist of being the mother of three wonderful sons and she is a loving grandmother. She is the Administrator of her church and serves as a volunteer Chaplain at the United Medical Center formerly named Greater Southeast Community Hospital, Washington, D.C. Additionally, she is a member of the American Society of Autism (ASA) and has served as the secretary for the "Special Needs" Childcare for all Campaign under EmpowerDC.


    Cristi Owen, CPA, CFE, MCM
    Insurance Examiner, Alabama Department of Insurance

    Cristi Owen is an Insurance Examiner for the Alabama Department of Insurance. In her twelve years with the Department, she has been a Financial Analyst, Financial Examiner, Examiner-in-Charge, and Supervisor of several supervisions, along with holding the position of Accountant in the Receivership Division. Cristi has represented the Department in Examination hearings and Receivership court cases. She also provided the US Attorney with documentation for a criminal case. She assisted in the development of the Market Conduct Division at the Alabama Department of Insurance. Currently, she is working with financial, market conduct, agent, and preneed examinations and as a Market Conduct Analyst Supervisor.

    Cristi is a graduate of Auburn University, a Certified Public Accountant, a Certified Financial Examiner, and a Market Conduct Manager. She is a member of the Alabama Society of CPAs, Insurance Regulatory Examiner Society, and Society of Financial Examiners. Cristi is a member of IRES' Board of Directors, Membership Committee, State Chair Subcommittee, Finance Committee, Accreditation and Education Committee, Continuing Education Subcommittee, and the MCM Subcommittee. In her capacity as a SOFE member, she serves as Alabama and Southeast Regional State Chair, Professional Standards Committee, Future Sites Committee, Membership Committee, and Testing Committee. Cristi received SOFE's Don Fritz Award in 2007 for her outstanding service and dedication to the goals of the Society while serving as the State Chair for Alabama since 2004.

    Parker is a graduate of the University of North Carolina Wilmington (UNCW) where he received a B.A. in Communications and a minor in Leadership Studies. After college he worked as a TV Audio Engineer for various networks and as a high school math and physical education teacher in the Chapel Hill City School System. During that time he also served as a high school football and baseball coach.

    In 2000, Parker joined INS Regulatory Insurance Services, Inc. as a Senior Insurance Examiner. For the next 2 years, he participated in both financial and market conduct exams. From 2002 to 2008 he served as a market conduct Examiner-In-Charge.

    Currently, Parker is a Senior Insurance Examiner for Examination Resources, LLC and his primary assignment is performing examination work exclusively for the Florida Hurricane Catastrophe Fund.

    Parker's IRES experience includes numerous years serving on the Meetings & Elections Committee, the Accreditation & Ethics Committee, and on the Al Greer Award Subcommittee. He has received the following professional designations: Fellow Life Management Institute (FLMI), Associate Insurance Regulatory Compliance (AIRC), Certified Compliance Professional (CCP), Certified Fraud Examiner (CFE), Certified Insurance Examiner (CIE), and the Market Conduct Management (MCM).
